In 2006 Guatemala reached two important anniversaries: the 20th anniversary of the democratic process, as well as the 10th anniversary of the signature of the peace accords. The year was characterized by an early start of the electoral campaign for the elections that will take place in September, 2007. This made
it harder to reach agreements between the Executive and the Legislative branches and led to the further fragmentation of the political parties represented in Congress. On the side of governmental policies, there was stagnation in social policies and a continued deterioration of the public security system.
